Donald Eugene Garland, 69, of Florence, passed away Thursday, May 17, 2012 at the Methodist Healthcare Residential Hospice, Memphis, TN. He was a member of the First United Methodist Church, Florence, and was retired from Ford Motor Company as a Process Engineer.

Visitation will be Monday, May 21, 2012 from 9 – 11 a.m. at Greenview Funeral Home with the funeral service beginning at 11 a.m. in Greenview Memorial Chapel. Officiating will be the Rev. Billy Reding and the Rev. Mike Pope. Graveside service will be held at 3 p.m. in the Blue Mountain City Cemetery, Blue Mountain, MS.

Mr. Garland was preceded in death by his parents, Frank Horace and Elizabeth Douglass Claiborne Garland.

He is survived by his wife of 44 years, Jane Bennett Garland of Florence; son, David Eugene Garland (Gena); daughter, Emily Garland Walpole (Jay); grandsons, Jay Bennett Walpole, and John Garland Walpole; uncle, Jack Claiborne (Evelyn); sister, Patricia Garland Phillips

Pallbearers will be David Garland, Jay Walpole, Barry Goolsby, Jamie Miller, Grant Goolsby, and Chase Lowry.

In lieu of flowers memorials may be made to the Methodist Health Care Residential Hospice, 6416 Quince Road, Memphis, TN 38119.

Dorothy McConnell, 92, of Anderson died Friday, May 18, 2012, at her residence. A graveside service will be 2PM Sunday, May 20, 2012, at Bethel Cemetery in Anderson.

Mrs. McConnell was preceded in death by her husband Charlie A. McConnell, daughter Sue Frazier, son-in-law Troy Frazier, and her parents John and Leona Luffman.

She is survived by her four daughters Peggy Stewart (Charles), June Adams (Robert), Melinda McConnell, and Pam McConnell; sister Lucille Bullard; five grandchildren Chuck Stewart, Barry Stewart, Brian Frazier, Tina Long, and Lisa Garner; five great grandchildren; three great-great grandchildren.

Governor Bentley Signs Immigration Law Revisions

MONTGOMERY – Governor Robert Bentley on Friday signed House Bill 658, a bill designed to simplify and clarifyAlabama’s existing immigration law, commonly known as House Bill 56.

“We needed to make House Bill 56 better. And over the course of the legislative session, we did that,” Governor Bentley said. “There is substantial progress in this bill. Burdens on legal residents and businesses are eased, and the goal remains the same – that if you live and work in Alabama, you must do so legally.”

Over the last several months, we worked closely with legislators to revise House Bill 56,” Governor Bentley added. “The set of revisions that passed in the full House of Representatives and the Senate Judiciary Committee had my support. The bill that the full Senate ultimately passed was different and did not reflect all of the changes we had agreed upon. However, the bill did include most of the suggested revisions and represented substantial progress in simplifying the bill while keeping it strong.”

“I still have concerns about the school provision in the original law,” Governor Bentley said. “That provision is currently enjoined by a federal court, so it is not currently in effect, and we can re-address this issue if the need arises. I also still disagree with certain aspects of the new provision in House Bill 658 that called for expending state funds to create a public database with the names of illegal immigrants.”

“However, as we worked with legislators during the special session, it became clear that the Legislature did not have the appetite for addressing further revisions at this time,” Governor Bentley added. “In an effort to remove the distraction of immigration from the other business of the special session, I decided to sign House Bill 658 and allow the progress made in the legislation to move forward. We can now also move forward on the other business of the special session.”

“The bottom line is there are too many positive aspects of House Bill 658 for it to go unsigned. I don’t want to lose the progress we have made,” Governor Bentley said. “This bill reduces burdens on legal residents as they conduct government transactions. The bill also reduces burdens on businesses while still holding them accountable to hire legal workers. These changes make this a stronger bill.”

Democrats Lose Redistricting Battle

MONTGOMERY — The Republican super majority in the Alabama Legislature is rolling over Democrat’s suggestions at redistricting. Two legislative committees turned down redistricting plans drawn by Democrats and approved Republican-backed plans Friday. Both committees have a majority of Republicans.

Montgomery County Circuit Judge Charles Price rejected a request by Democrats to issue a temporary restraining order against the Legislature’s redistricting process. The Democratic judge ruled he can’t enjoin a redistricting plan that hasn’t made it all the way through the Legislature.

The full House and Senate will take up the redistricting plans on Monday.
